摘　　要：遵循科学发展观,对辽宁水产加工业进行SWOT分析,重新审视产业所处宏观环境和微观环境,认清产业自身竞争潜力,以期把握发展机遇再创辉煌业绩。辽宁水产加工业在原料供给、科研与教育、综合生产成本、产业集群效应方面凸显优势,拥有地方需求、国际市场拉动和政府推进的发展机遇,在技术开发、产品结构方面处于劣势,并且受到外埠水产加工业、海外水产加工业的冲击以及"三渔"问题的影响。分析提出辽宁水产加工业发展优势和劣势的动态性和互转性问题及其破解方策。The academic community and fishery industry pay much attention to the competitiveness of the aquatic product processing industry. Based on the concept of scientific development, factors, such as nature, society, economics, science and education and government, are integrated and an analysis of the aquatic product processing industry of Liaoning Province is made with the SWOT method. It is concluded that some weaknesses exist in the aquatic product processing industry of Liaoning Province with the rapid technical progress and readjustment of product structure. Impacts of competitions from other provinces and foreign countries equaly exist in the aquatic product processing industry. And the problems of fisheries, fishers and fishing villages have severely existed, too. Nevertherless, the aquatic product processing industry of Liaoning Province has some strengths in the aspects of supply of raw materials, scientific research and education, combined cost of production and effects of industrial cluster. At same time it also faces a good opportunity of domestic demands, international market pulls and government pushes. The dynamic and reversal of strengths and weaknesses, and solutions to these problems as well, are also explored.
