农村基层民主选举嬗变与政策重构

摘　　要：财物贿选,宗族势力影响,黑恶势力滋长,"半拉子"民主选举渗杂农村民主选举过程,致使农村民主选举制度嬗变,给农村经济发展、农村基层反腐倡廉工作、和谐农村建设以及当地健康乡风民风的形成带来极大危害。提出重构农村基层民主选举政策,针对农村基层不同的具体情况,建立行之有效的"新生代"村干部选拔机制,从大中专学生、乡村经济精英、下派干部、技术骨干中选拔村干部,从源头上预防村干部腐败,带动农村经济社会和谐发展。Currently, problems existing in the rural grass-roots demcratic election,such as election-oriented bribery, local clan forces, rural hells, incompletely democratic electing forms,etc, have caused the rural democratic election system to make adverse changes and done great hazards to the rural economic development, rural grass-roots anti-corruption, harmonious countryside building and health of local folkways.In view of these problems, suggestions for readustment of the policy of rural grass-roots democratic-election system are made： in view of the specific situations in rural areas,an effective mechanism of selecting village officers from the ＂ newly-grown-up-generation＂, namely, selecting village officers from the graduates from polytechnic schools and institutes of higher learning, from the rural economic elite, from the cadres who are designated to the rural areas and from the technical backbone so that the village officer＇s corruption can be prevented from the source and the rural economic development and social harmonization can be brought a long.
