摘　　要：1923年日本发生严重地震,中国各界积极投入救灾,湖南也参与其中。湖南在本次救灾中主要的救助活动包括由湖南华洋筹赈会召集各界分途募款,湖南省政府在米禁的情况下允许日本在湘采买谷米赈灾。这一行动反映了赈灾活动超越国界和政治的人道主义本质。In 1923, a serious earthquake took place in Japan. All circles in China actively assisted Japan from the earthquake disaster including Hunan province. Hunan＇ s contributions mainly include collections for charities from all circles in society done by Hunan Chinese Foreign Assistance Association and permitting Japan to buy rice in Hunan when rice did not allow to be dispatched from Hunan by the government. This action reflects the humanist essence that the disaster assistance is outside of international border and politics.
