摘　　要：近几年旅游与反贫困是国际上的新议题,通过发展旅游业,许多贫困地区经济得到了快速发展。湖南省新田县是国家的重点扶贫对象,并且拥有丰富的旅游资源,可通过开发旅游资源特色,实施PPT战略,把旅游业发展纳入扶贫攻坚和新田经济开发的重要范畴。In recent years tourism and anti - poverty have been regarded as a new subject under research in the world, as represented by International Development Authority of Britain that put forward Pro - Poor Tourism （ PPT ） in the 1980s. Many poor areas have developed rapidly by benefiting largely from tourism in the past years. Xintian is a very poor county in Hunan Province and an important target of governmental aiding. By analyzing the resources features in Xintian County, the paper expounds the feasibility of implementing the PPT strategy there through tourism development.
