摘　　要：大型公共基础设施作为准公共物品,或是由政府直接提供,或是由政府决策、经由私人经营者以合同承包形式提供。公共基础设施投资决策存在风险,招投标及建设管理环节也会存在各种风险。深研规律,科学防范,有效化解,对于提高政府决策水平、满足公民社会需求、控制政府行政成本具有重要意义。Large public infrastructure is the quasi - public goods, and is provided by the government or the private operators in the form of contract in our country. However, there are risks in investment decision -making, tendering, bidding and managing of the public infrastructures. So it is very important for us to make good preparations for avoiding such risks by means of upgrading the government decision -making level and meeting the social needs.
