摘 要:提出一种能有效激励供电公司提高生产运营效率的改进价格上限监管模型。该模型克服了基期价格难以确定的不足,将零售价格指数改良为输变电工程价格指数,真实反映了供电公司实际投入的价格变化;综合运用数据包络分析理论和层次分析法,合理确定效率因子。电网投资因子和供电质量指标的引入则进一步发挥了价格上限模型应有的激励作用。实例分析表明,该模型可用于监管成长期电网的供电电价,而且与传统模型相比,其可操作性更强,也更易于被供电公司接受。An improved price-cap regulation model that can effectively incite power supply company to increase production and operation efficiency is proposed. The proposed model breaks down the localization that the base price is difficult to decide, and the retail price index (RPI) is modified to price index of power transmission and transformation engineering that can actually reflect the price change of practical investment of each power supply company; comprehensively applying data envelopment analysis (DEA) and analytic hierarchy process (AHP), the efficiency factor is determined reasonably; and the incentive action that the price-cap model should possess can pay its role further by leading in power network investment factor and power supply quality factor. Case analysis results show that the proposed model can be applied to regulate power supply price of power network in growth stage, and it possesses stronger operability than traditional model and is easily accepted by power supply companies.
