和谐社会语境下的流动人口治安管理的发展方向

摘　　要：目前,我国的一些流动人口治安管理的政策、措施和管理理念仍存在歧视流动人口、管制思维、义务本位等许多问题。在构建和谐社会的进程中,公安机关必须转变管理理念:从歧视转向平等对待流动人口,从管制行政转向服务行政,从公民义务本位转向公民权利本位。同时,应当构建与和谐社会相融合的流动人口治安管理制度,加强政府各管理部门之间的协调与配合。There remain many problems of discriminating floating population, restraining thought and obligation standard in the policy, measure and management idea of public security management in floating population now. In process of construction harmonious society, public security organs must change management idea： from discriminat- ing to equal treating floating population; from control administration to service administration; from civil obligation standard to right standard. Meanwhile, we should construct public security management system of floating population to correspond with harmonious society and enhance the coordination and cooperation between management departments.
