摘　　要：目前我国启动内需首先从启动投资需求开始,这对于快速阻止增长速度下滑具有一定意义,但我国启动内需的目标最终要依靠启动消费需求来实现。因此,在投资需求启动之后,就要大力启动消费需求。启动消费需求的重点,一是完善社会保障制度;二是消除消费低迷的体制因素,即改革收入分配体制,调整国家、企业和居民之间的收入分配结构,改变居民之间的收入分配关系。At present, we should stimulate domestic demand with the help of expanding investment demand, which is of great significance for solving the problem of continuous drop in economic growth rate. But the stimulation of domestic demand will ultimately depend on the stimulation of consumption demand. So, the stimulation of investment demand will be followed by the vigorous stimulation of consumption demand. And the focus of stimulating consumption is to improve the social security system, and eliminate obstacles embedded in systems that will lead to insufficient consumption demand.
