城市土地集约利用的内涵及其评价体系的构建

摘　　要：城市土地集约利用就是某一时点、某一区域的城市土地中,在获得城市最大规模效益和集聚效益的基础上,以土地合理利用为前提条件,通过增加土地投入、改善经营管理方式等途径,来获得土地的最佳综合效益。按照系统性、适宜性、可量化等原则,在宏观、中观和微观3个层次上,从城市土地集约利用的条件基础、土地投入强度、土地利用程度、土地利用效益、土地集约利用发展趋势等方面,构建城市土地集约利用评价体系。Urban land intensive use is on the basis of obtaining the urban biggest scale benefit and gathering the benefit on urban land in some selections for a while and some regions. Taking the land reasonable use as the prerequisite, through the ways of increasing the land investment, improving the management and operation ways, the best comprehensive benefits of land were obtained. According to the principles of systematic characteristic, the suitability, quantification and so on, from the macroscopic, the intermediate and the microscopic perspective levels, the urban land intensive use appraisal system was constructed from the aspects of condition foundation, the land investment intensity, the land utilization degree, the land utilization benefit, the land intensive use development trend.
