摘　　要：政府信息资源与动产、不动产以及知识产品不同,具有其自身的特殊性。通过分析政府信息资源及其产权的特殊性,提出政府信息资源产权属于公共产权而非国有产权,并对政府信息资源进行产权界定,为政府信息资源的管理、配置、共享、利用提供法理依据。Government information resources （GIR） ,which has its own particularity, is different from Chattels, Real Estate, knowl- edge of products. Through analyzing the specificity of GIR and its property rights, the author thinks that GIR is public property rights rather than state - owned property rights, and then defines property rights of GIR management,which provides a legal basis of management, allocation, sharing and use of GIR.
