摘 要:矿产资源在开发、利用的过程中,每年都有大量的尾矿、废石(包括煤矸石)等固体废弃物排放。推动矿山尾矿、废石等固体废弃物的综合利用工作,是贯彻落实科学发展观,发展矿业循环经济的重要环节,是矿产资源领域转变经济发展方式的重要途径。本文从我国矿山尾矿、废石堆存现状、综合利用情况、存在的主要问题等方面入手,通过大量的函调和实地调研,提出相关的政策建议,期望通过国家产业政策、经济政策的引导,加快尾矿、废石等固体废弃物综合利用的产业化进程,从源头上实现废弃物"减量化"、"资源化"、"无害化",促进国家"十一五"期间"节能、减排"目标的实现,改善矿区生态环境,提高矿产资源综合利用水平。There are a large number of tailings and waste rock(including coal gangue) and other solid waste emissions every year in the development and use of the Mineral resources.The comprehensive utilization of solid waste such as mine tailings,waste rock is not only an important part of the scientific development concept and recycling economy in the field of mineral resources,but also an important way of changing economic development.This article starts from the status of mining tailings and waste rock,the situation of comprehensive utilization,the main problems tackled,submittes some relevant policy recommendations by a large number of letters and field research,expect the guidance of industrial policy,economic policy to speed up comprehensive utilization of the industrialization process of tailings,waste rock and other solid waste,achieving the "reduction","resources" and "harmless" of waste from the source,and the "energy conservation,emission reduction" goal in the "Eleventh Five-Year" period,improving the ecological environment in mining areas and enhanceing the level of comprehensive utilization of mineral resources.
