试论我国公共财政的应急反应机制——源于四川地震的思考

摘　　要：一场突如其来的四川大地震,让人们感受到了政府的力量,也使支撑这种力量的财政政策成为备受关注焦点。如何构建公共财政应急反应机制,筑起国家公共安全的坚固防线,是当前政府面临的重大课题。在分析我国当前财政应急机制的现状与问题基础上,本文论述了公共财政应急管理应树立风险和忧患意识,并试图从建立长效财力保障机制、制度保障机制、应急管理科学化等几个方面找准突破口和结合点,以使快速、高效、科学地建立起完备的公共财政应急机制。The sudden and unexpected earthquake in Sichuan province makes the public know the government power. Thefmancial policy supporting the power has been a hot topic. How to build the emergency response mechanism of public finance for national public security is the biggest problem faced by the government. Based on analysis of the present situation and problem of financial emergency response mechanism in China, the necessity of keeping conscious of risk and danger should be built in emergency management, and looking for the breaking-through and bonding point to establish the complete emergency response mechanism of public financial system promptly, efficiently and scientifically by means of building the financial garantie mechanism, institutionelle gar- antic mechanism and scientific emergency management is tried out.
