摘　　要：应急管理能力评价贯穿于应急管理的全过程,是应急管理者做出正确决策的重要依据。本文对国内外应急管理能力评价的相关概念、评价的意义、发展历史、方案方法的理论与应用现状进行了系统综述,并通过比较指出了我国在应急管理能力评价方面存在的问题。Emergency management capability assessment runs through the whole procedures of emergency managements. It is an important foundation for emergency managers to make right decisions. This paper systematically reviews the status quo about the related concepts, the significances of emergency management assessment, the development history and the methods and programs of assessments both here and abroad. By comparison, the deficiencies in emergency management capability assessment of China are found.
