摘　　要：在简要介绍国外服务业创新政策趋势的基础上,建立了四维普适政策体系分析框架,并以天津为例分析了我国区域服务业创新的政策体系状况,提出了完善我国区域服务业创新政策体系的五个路径。After briefly introducing the trends of foreign policies for innovation, the author develops a four - dimensional framework for policy analysis and applies it to address the Tianjin case as an example, exploring the current regional policy systems for innovation in services, and proposes that five pathways be taken to enrich the policy portfolio for regional innovation in services.
