水库移民后期扶持政策的政府干预及实施研究

摘　　要：在介绍现行中国水库移民后期扶持政策的基础上,分析了后期扶持政策的利益相关者,主要包括电力用户、经营性大中型水库、水库移民、移民村的非移民和移民管理机构;讨论了后期扶持政策的干预模式、传导途径及其实施效果预测,指出政策的实施存在认知风险、群体冲突风险、边缘化风险;最后,对后期扶持政策的进一步完善提出建议。This paper presents an introduction of supportive policies for the late stage of China reservoir resettlement project.Based on the introduction,the stakeholders of the policies are analyzed,which include the electricity customers,the profit-making reservoirs,the resettlements,the non-immigrants in resettlement village and the resettlement management departments.Afterwards it represents a discussion on the intervention modes for the policies,the approaches of conduction and the prediction to implement effect,and points out the risk of perception,the risk of groups conflict and the risk of marginalization in the implementing of the policies.A few suggestions are put forward for improving these polices.
