摘 要:县市域总体规划具有典型的公共管理特点,鉴于我国发展阶段的不同,其主导职能也体现出不同的特征。在当前复杂的经济社会转型背景下,从公共管理视阈审视,制约县市域总体规划的根源是区域与部门之间的"利益冲突"问题,主要是权利博弈下地方主义与机会主义主导的纵向竞争、横向竞争过度引致的负反馈效应,以及内部竞争中多元利益主体对空间利益的争夺。针对"利益冲突"问题,当前县市域规划应以城乡统筹与区域协调为理念基点,采取以下对策:以公共利益为核心,重构规划价值体系;重构规划编制体系,以协调纵向利益;整合区域战略资源,以协调横向利益;建立全域空间分区及管制的约束机制;优化公共物品的供给,促进城乡公共服务均等化。Urban general planning has the typical public management characteristic, and its major function differs in different development phases in history. Currently, against a background of social & economic transformation, the restriction of urban general planning has been an issue of benefit conflict between regions and departments. Generally, the issue includes three aspects.. first, the vertical competition engendered by localism and opportunism under power gambling; second, the adverse reaction to excessive horizontal competition; third, the spatial benefits contention between multi-interests bodies in the interior competition. As to the problem of benefit conflict, recently urban general planning should take rural & urban planning as a whole and regional harmonizing as the fundamentality. Our major suggestions are as follows:Firstly taking the public benefit as the core concept and reforming the planning value system; secondly reforming the planning system and harmonizing the vertical benefits; thirdly, integrating regiona strategic resources and harmonizing the horizontal benefits; fourthly, building up the whole space zoning and establishing regulation mechanism; and finally, optimizing the public goods supply and promoting the equalization of urban and rural public services.
