摘　　要：从20世纪70年代以来,欧盟地区政策先后经历了4次大的改革,而每一次改革都在一定程度上受到欧盟(欧共体)扩大的影响。欧盟地区政策改革过程中体现出几个重要特点和趋势:预算总额和比例增加,"凝聚力"和"竞争力"目标呈双重强化趋势,程序的简化和"分权化"趋势。Since the European regional policy was born in the 1970s, there has been four times of important reforms in the context of four times of enlargements of UE （CEE）. It appears several fundamental characteristics and tendencies in these reforms： augmentation of the budget, the strengthened ＂Cohesion＂ and ＂Competitiveness＂ as priorities of the European regional policy, simplified procedures with the process of ＂decentralization＂.
