摘　　要：建立在代议制和官僚制基础上的现代民主出现了"赤字"问题。协商民主理论的兴起和公民参与运动的发展为政策过程的民主化提供了学理和实践的基础。政策过程的民主化关注到在公共政策制定过程中,公民的利益、需求和偏好的直接表达,有助于克服委托-代理过程中的信息流失。政策过程的民主化推动了民主制度的变革,更新了民主的表达方式。Modern democracy which builds on the representative system and bureaucratic system has a deficit problem. It provides both theory basis and practice basis for the democratization of policy process through the rise of deliberative democracy and the development of citizen participation. The democratization of policy process pays attention to the benefits, requirement and preferences of citizens, which helps to overcome information loss in principal-agent process. Consequently, democratization of policy process has promoted the transformation of democratic system indeed and updated democratic expresslon.
