摘 要:结合2008年在昌吉三宫镇调研的情况,分析了干旱区小型农田水利工程管理体制中存在的问题:产权没有改制,小型水库老化失修较为严重,激励机制不健全,修渠农民技术差。并提出了加强管理,加大地方财政支持力度,为农田水利基本建设筹工建立起长效机制,推行"村集体承包土地+转包小型水利"管理模式,加大技术培训力度等对策。Changji city is an important agriculture & animal production base of Xinjiang. Based on the investigation date of Sangong town of Changji city of Xinjiang, the existing problems of management system of small-scale water conservancy project in Arid Area question are analyzed in this paper. The problems include that the property right system has not changed, the situation of bad repair and aging of the small reservoir is serious, the incentive mechanism is not perfect, the technology of the farmer constructing channel is poor. Several countermeasures, including strengthening management, increasing local finance support, establishing long-time labour force raising system for the irrigation and water conservancy projects construction, spreading the mangement model of the village collective contrac- ting land adding subcontracting small water conservancy project and increasing the technology training, are proposed.
