摘　　要：人权的存在表现着文明秩序的存在。人权的发展有助于增进人与人之间的相互理解和尊重,构筑自由和谐的社会关系。人的全面发展是社会和谐得以实现的前提,社会和谐是个人自由发展的归宿。和谐社会的建设,使得人权的发展可以更深刻地进入到社会意识、社会规范和社会保障机制之中。The existence of the human rights represents the existence of a civilized order. The development of human rights helps to enhance people＇s mutual understanding and respect for the freedom to build harmonious social relations. Human＇s full scale development is a premise which can make harmonious society come true, and the harmonious society is the home to return for individual＇s freedom development. The construction of harmonious society can make the development of human rights profoundly enter into social consciousness, social norms and mechanisms to protect the rights of way.
