由《政府信息公开条例》解读公共图书馆的新角色

摘　　要：国务院颁布的《中国政府信息公开条例》赋予公共图书馆新的历史使命,《条例》指定公共图书馆和档案馆为政府信息的公共查阅场所。文章结合《条例》内容,从基础设施亟待完善、工作量和难度增加、馆员服务意识亟待增强、公众的信息需求亟待开发、信息反馈能力亟待提高、馆员考评措施亟待修改补充等方面探讨了公共图书馆在政府信息公开中面临的挑战,最后从丰富馆藏资源、提高服务质量、改善公共形象、提升社会地位等方面提出了公共图书馆新的发展机遇。《GovernMent Information Publicity Rule》 allocates new mission to public library. According to this rule public libraries will be the main places for readers to get government information. This pa- per analyses the challenges from consummating urgently the infrastructure, increasing the work load and the difficulty, strengthening the librarian serves consciousness ,developing urgently public＇s information need, enhancing information feedback ability ,revising the librarian examines and critiques the mea- sure,and opportunities from riching collection resources,improving the grade of service ,improving the public image ,promoting social positionfor public libraries based on the rule.
