摘　　要：环青海湖地区生态价值的重要性、特殊性决定了在保护生态环境的前提下,进行科学规划、合理布局,做到在保护中开发,开发中保护。使生态环境保护与特色产业创新有机的结合起来;与农牧民增收、全面建设小康社会结合起来,以此来实现人与自然、经济、社会的和谐发展。Because of the importance and particularity of ecological value around the Qinghai Lake areas,We should make the scientific plan and rational distribution under the prerequiste for protecting ecological environment.The author deems that the ecological environment protection must integrate with the feature industrial innovation and increasing income of peasant and herdsman and construction of well-off society in an all-round,its purpose lies in carrying out the harmonious development of human and nature,economy and society.
