摘　　要：新福田主义是日本在中国迅速发展、亚太地区成为新增长中心形势下的外交构想。它继承了福田主义的精神,是对冷战结束以后日本亚洲外交实践的概括,也表明今后的政策取向。中国是日本亚洲外交的出发点和着眼点。日本将努力稳定中日关系,提高两国的合作水平,同时也更关注中国的发展和动向。新福田主义的提出带有福田个人色彩,也是日本转向重视亚洲外交的历史必然。它的一些原则不会因日本政局的变化而改变。New Fukuda Doctrine is Japan's diplomatic concept under the situation of China's rapid development and Asia-Pacific area as a new growing center.It succeeds the spirit of Fukuda doctrine and summarizes Japan's Asia diplomatic practice after the Cold War,and indicates Japan' s policy orientation in future.China is the starting point and focus of Japanese diplomacy in Asia.Japan will strive for stable China-Japan relations and enhancement of bilateral cooperation.Meanwhile,Japan will pay more attention to China's development and trends. Although New Fukuda Doctrine has Fukuda's personal character,it is historically inevitable for Japan to turn to emphasize its diplomacy in Asia.And some principles of New Fukuda Doctrine will not change as Japanese domestic political situation changes.
