北京中心城控规动态维护的实践与探索

摘　　要：对城市发展规律的认识是不断深化的过程,控制性详细规划需要在规划实施过程中动态的进行深化和完善。多年来,北京在这些方面进行了不懈的努力探索和实践,并在2007年创立了北京中心城控规"动态维护"工作机制,根据城市经济社会的发展和实际需要对控规进行不断的深化、修改和完善。本文从1999年以来北京市在中心城地区控规编制和实施方面的演变与发展、实践与探索进行研究论述,并重点介绍中心城控规"动态维护"理念和机制,期望能够总结经验,汲取教训,对今后控规的编制和实施管理有所借鉴和启示。Because the cognition of urban development rule is an ever deepening process, the regulatory detailed plan needs to be improved in the implementation. For many years, the city of Beijing has made great efforts in this regard, and established in 2007 the working mechanism of Dynamic Maintenance for the regulatory plan of the central city, thus enabling constant improvement, revision and perfection on the regulatory plan in light of the urban economic and social development as well as actual demands. This paper analyzes the formulation and execution of the regulatory plan for the central city of Beijing since 1999, discussing the evolution and development of the plan, as well as the practices and thoughts during the process. It focuses upon the philosophy and mechanism of Dynamic Maintenance.By drawing on previous experiences and lessons, it would provide ideas and examples for future formulation and implementation Administration of the regulatory plan.
