摘　　要：我国构建社会主义和谐社会、加快推进以改善民生为重点的社会建设,要加快完善社会保障体系。社会福利是社会保障体系的三个基本组成部分之一。社会福利体制改革势在必行。我国社会福利体制改革的目标就是在适应经济发展水平的基础上,建立一套社会公正凸现、社会化运转、全民覆盖的社会福利体制。具体而言,我国社会福利体制改革目标就是实现社会福利体制的社会公正、社会化、全民化。In order to build a socialism harmonious society and accelerate social construction which focuses on the improvement of people＇ s livelihood, it is necessary to improve the social security system. Social welfare is one of three basic components of the social security system. Social welfare system reform is imperative. China＇ s social welfare reform goal is set up a social welfare system which adapts to the level of economic development and is the highlights of social justice, operation in the way of socialization, full coverage of people. Specifically speaking, the goals of Chinese ,social welfare system reform are realizing the social welfare system＇ s social justice, the socialization, the coverage of all the people.
