摘　　要：文章研究客体是人口密度相对较大的贫困山区,一般为国家划定的"限制开发区"。以马列主义、毛泽东思想和邓小平理论为方法论基础和指导思想,从山区生态地位和经济社会发展现状出发,提出贫困山区的整合管理模式;进而在小农经济基础上构建由区域联合体领导的、既适应市场经济条件又符合社会主义原则的区域联合体制度机制,为山区可持续发展提供制度基础,为社会主义新农村和和谐社会构建树立山区样板。This paper focuses the study on poverty-stricken mountainous areas with relatively high population density, generally it refers to the ＂restricted development zone＂ planned by the Government. Guided by the Marx-Leninism, Mao Zedong Thought and Deng Xiaoping Theory, the study aims at proposing an integrated management mode for mountainous areas based on its ecological position and social-economic situation. Then a regional institution system, which is under the guidance of Regional Integrated Management and suits to market economy and socialist principles, is established on the basis of small-scale peasant economy. The purpose of this study is to create institutional foundation for the sustainable development of mountain areas and sets a mountain example of new socialism countryside and harmonious society.
