摘　　要：我国长期的"城"与"乡"差异性制度设计,使得传统的医疗预防保健网功能弱化,社会公平性差距扩大。卫生行政承载着公众健康使命和公共管理职能,因此,应从战略高度创新"统筹城乡的卫生服务体系",为医改、资源共享和政府决策提供信息服务。During to the otherness system design between city and countryside for a long time, the function of the traditional medical prevention and care net has been more weakened, and the difference of social fair has been more enlarged. As the carrier of the mission of public health and the function of public management, the health administration should creat and serve to offer information for medical reformation, resource sharing and government＇s decision-making on a strategic standing.
