摘　　要：第三届世界生物圈保护区大会所制定的"马德里行动计划"为世界各个生物圈保护区的发展提出了明确的指导方向。应该认真研究这个行动计划,结合自己的实际情况,制定自己的生态发展规划和具体的行动计划,为我国的保护区事业做出积极的贡献。本文首先给出了生物圈保护区的基本任务,介绍了生物圈保护区网络急需加强的工作,总结了保护区不同管理建制的经验,使之能在推动我国保护区事业的发展方面做出应有的贡献,并展示生态发展文明时代所体现的现代化与自然共存、经济建设与生物多样性、文化多样性保护共存的风貌,为构建和谐社会奠定坚实的基础。The＂Madrid Action Plan＂,formulated on The Third World Biosphere Reserve Conference,directly and clearly pointed out the direction of development of individual biosphere reserves all over the world.The Action Plan should be seriously studied,in order to formulate developmental plans of biosphere reserves,so that positive contribution may be benefit to reserve enterprises in China. In this article,the basic role of biosphere reserves was stated at first,then works of the biosphere reserve net to be reinforced were introduced and different experiences of the reserve construction were reviewed in order that biosphere reserves may play an important role in showing coexistence of medemization and nature,economical construction and biodiversity or cultural diversity,and composing harmonious society.
