摘　　要：兵团是新疆稳定的核心,兵团的发展壮大关系到国家的国防安全。政企不分一直是兵团改革和发展的一大问题,它使得兵团的基层组织——团场形成了一种成员代际退出机制,严重影响了兵团戍边使命,因此有必要对兵团体制进行改革。BINGTUAN is the core of Xijiang＇ stability, and its development is concerning national security and territorial integrity. Integration of government administration with enterprises has been a big problem in the reform and development of BINGTUAN, which makes Regimental Farms have formed intergenerational withdrawal mechanism. It affects severely the mis- sion of garrisoning frontiers of BINGTUAN. So it is necessary to reform its system.
