“三牧”问题的成因与出路——兼论中国草场的资源整合

摘　　要：本文提出了"三牧"问题,分析了其主要表现及特征,研究了"三牧"问题关键所在和主要成因,探讨了解决"三牧"问题的出路及政策选择。以牧民生活困难、牧业发展减缓和牧区生态恶化为主要特征的"三牧"问题与"三农"问题有着明显不同,其形成关键在于"草畜不平衡";解决"三牧"问题的出路在于通过机制设计实现"草畜平衡",在现有草场承包制基础上,通过有效组织形式及草场承包权流转实现资源整合。The three dimensional issues of animal husbandry,herdsman and pastoral area are posed first,then their main forms and features are analyzed,their key points and causes of formation are studied,their outlets and policies are argued.The main features of straitened circumstances of herdsmen,the animal husbandry's pace slow down and the pastoral area ecological environment deteriorate about dimensional issues of animal husbandry,herdsman and pastoral area distinguish with the three dimensional rural issues of agriculture,farmer and rural area,the unbalance of grasses and animals is the key factors for their formation.The outlets to dimensional issues of animal husbandry,herdsman and pastoral area are the mechanisms for achieving the balance of grasses and animals,and the enforcement on re-allocation of grass resource through the effective forms and the grass resource property rights contract transaction,basing the current grass resource property right system.
