摘　　要：分析了WTO一般例外单项条款中的"必须"审查标准,并提出了完善WTO一般适用例外条款审查标准的几点建议。Panel and appellate body in terms of the review require that it is absolutely necessary to meet the standards set up by preamble and individual The review standards are so high that few clauses. members have succeeded until today. Some members challenge the role of Article XX of the GATT and hope that panel and appellate body is able to get better balance between WTO value target and various national value targets. During panel procedure of China - measures affecting imports of automobile parts, China attempts to quote the general exception clause as a last defense means of relief, but panel support the complaints view that Chinese measures are inconsistent with the conditions of the general exception clause.
