重庆“城中村”改造中征地农转非人员社会保障政策研究

摘　　要：目前,我国农转非人员享受的社会保障政策主要有城市低保、储蓄式养老、城乡新型合作医疗保险以及基本养老保险政策。这些政策能在一定程度上解决农转非人员的部分社会保障问题,但农转非人员吃低保比城市人口困难,城乡新型合作医疗、储蓄式养老保险和新的基本养老保险政策也都存在缺陷。不但应完善现有社会保障政策、征地补偿政策以及城市郊区征地管理制度,还要促进农村集体经济向城市融合,发挥集体经济对农转非人员的保障作用。Currently, non-agricultural people from agricultural status are endowed social security policy with urban minimum security, deposit-style endowment, new-style urban-rural cooperative medical insurance and basic endowment insurance. Their policies can solve their problem of partial social security to some extent but their minimum security is more difficult than a urban resident who is endowed with minimum security, furthermore, new-style urban-rural cooperative medical insurance, deposit-style endowment, and new basic endowment insurance have their defects. Current social security policies, compensation for expropriation of land and suburb land management system should be perfected, and rural economy should be promoted to integrate with urban economy to let collective economy play a role in the helping the people from agricultural status.
