摘　　要：行政垄断是行政主体或行政人为达到一定目的或取得一定利益而实施的妨碍、限制和排斥市场竞争的运用行政权力的行为。行政垄断不仅具有一般垄断的弊端,而且还有着更深层次的危害性——政府寻租。鉴于此,应从反行政垄断、规制政府行为等方面,来防范政府寻租。Administrative monopoly is a kind of state behavior in the form of public power abused by administrative subject for its own benefits, which hinders, limits and rejects market competition. Administrative monopoly has not only common disadvantages of monopoly, but also serious harms Government Rent-Seeking. In view of this, the most useful methods against Government Rent- Seeking shall be anti-administrative monopoly and government behavior regulation.
