农民工养老保险改革中“分段计算”模式的借鉴——基于社会公平的视角

摘　　要：农民工养老保险转移接续办法的出台打破了长期以来"划疆而治"的社会保障体系,也是应对农民工群体流动性较强的探索。社会保障制度一直追求社会公平的实现,社会公平不仅仅指参保群体的公平,而是涵盖了其中各方关系的社会公平。如何进一步完善农民工群体的社会保障体系,解决流动性带来的复杂关系,欧盟"分段计算"模式可以成为进一步推进农民工社会保障体系改革的一个良好借鉴。The way of transferring and connection of migrant workers＇ old-age insurance has broken the pattern of ＂Delimiting boundaries to manage＂ in China＇s social security system. It is also an approaching solution to the frequent migration of migrant rural workers. Social security is aimed at realizing social justice, which not only refers to justice of the people who participate in this insurance, but also concludes justice of all subjects who are related. We can learn some advantages of European Union＇s ＂Sub-calculation＂ Pattern to make the social security system better and solve the problems concerning migrant workers＇ old-age insurance.
