摘 要:从传统部门银行向流程银行过度是我国银行业深化改革一条较优的路径选择。理想状态下部门银行具有其自身合理性和一定的运营效率;但从长期来看,流程银行在节省成本和提高收益方面更具优势;业务流程再造过程中一部分非核心的支撑型业务更适合外包而不是内部化;流程再造过程中的观念落后及所担负的短期成本过高是造成改革困难的原因,这些困难可以理解为行动集团所导致的"锁定"效应;从部门银行到流程银行的改革主要应着力于突破观念落后的阻力以及克服短期成本的影响,从长远利益出发进行流程再造是我国银行业提升自身竞争力的理性选择。It's an optimal path for bank innovation that transforming from traditional department bank system to flow bank system. Ideally, department bank system bears rationality and a degree of operating efficient, however, in the long term, flow bank system have more advantages on cost saving and profit promoting. Under the process of reforming of business flow, parts of supporting businesses of non-core are more adept to outsourcing rather than interiorization. Reforming difficulties that was caused by the overhigh of short-term cost and the backward concept could be understood as the effect of "lock-up" which originated from unilateral liberalization. During the innovation from department bank system to flow bank system, we should pay much attention to overcome the hinder which comes from overdue concept and short-term cost, moreover, the rational choice of promoting the competitive power is progressing the reforming process in the long run.
