再论构建合肥科技创新型城市的环境支持系统——兼谈科学发展观在安徽转化的软环境障碍

摘　　要：科技创新型试点城市建设,是贯彻落实科学发展观的重大举措。当前,正在试点的国家科技创新型试点城市面临着一些软环境上的发展障碍,主要包括思想文化、法律政策、体制机制等方面的问题,其实这也是科学发展观在不发达地区有效转化的软环境障碍。要破除这一发展"瓶颈",必须按照科学发展观的要求,坚持解放思想,敢于突破,努力构建有利于自主创新、推动经济社会又好又快发展的环境支持系统。The pilot city construction of technology innovation is a vital action to carry out the concept of scientific development. Nowadays, the pilot city of national technology innovative cities are faced with the developmental obstructions of soft environment, mainly including some problems of idea and culture, law and policy, system, and so on. Actually, these problems are soft environmental obstructions counteracting effectively translation of the concept of scientific development in underdeveloped region. If we want to overcome these obstructions, we should liberate our idea, dare to break through, and construct environment supporting system making for independent innovation and social development favourably.
