摘　　要：我国水资源短缺问题突出,利用计划经济手段配置水资源,不能反映供求关系,也使得水资源利用效率低下,水资源浪费严重。建立水权和水市场,以市场机制为导向,利用经济手段优化配置水资源,调节水的供求关系,不断提高水资源利用的效率和效益,是解决我国水资源问题的重要途径。The shortage of water resources in China is serious. It can＇t reflect the relationship between supply and demand to allocate water resources by the traditional planned economy, and therefore making inefficient use and serious waste of water resources. The establishment of water right and water market, to market-oriented mechanism, using economic means to optimize the allocation of water resources, regulating water supply and demand, and constantly improving water use efficiency and effectiveness is an important way to solve China＇s water resources issues.
