摘　　要：州际协议是美国《联邦宪法》所期望和促进的一种最重要的州际合作机制和跨州区域治理机制。它是美国联邦主义背景下各州依据宪治原则构建的一种自主治理跨州区域公共事务的重要机制。通过这种机制可以组织起各州之间的制度性区域公共管理行动,构建跨州区域协作关系,以此推动跨州区域共同事务走向协作性和一体化治理,其目的主要是保证各州的生存和发展。Interstate contract is the most important interstate cooperative mechanism and multiple-state governing mechanism advanced by U.S. constitution. It is designed to regulate interstate activities of interests and disputes in order to promote the development of the parties’economy and society in the context of American federalism. The contract mechanism can be used to organize multiple-state regional affairs effectively and efficiently. The paper analyzes its historical evolution, constitutional framework, types and basic functions.
