摘　　要：民生问题是贯穿人类社会发展的一个不断求解的问题,民生问题的实质是一个不断实现人权的问题。在中国当今和今后相当长的时期里,解决民生问题已经成为了中国执政党和政府社会的核心问题。就目前而言,在新的历史起点上,解决民生问题的关键是进一步放权让利、大力提升文化软实力。The people＇ s livelihood is a very important problem in the development of human society which essence is to realize human rights gradually. In China, how to solve the problem of the people＇ s livelihood is the core target for the ruling party and the government. At present, the key point of solving the problem is to further decentralization and to improve cultural soft power.
