论权力腐败的“四位一体”有效制约方式

摘　　要：关于权力腐败的制约方式曾有过许多论述,本文认为有效约束、遏制权力腐败必须建立"以德制权"、"以法制权"和"以权制权"、"以权利制约权力"的"四位一体"的综合制约机制,四者相互依存,相互促进,取长补短,内外兼治,缺一不可,发挥四者制约权力腐败的综合优势才是最有效的制约方式。There has been a great amount of literature on the discussion of the restriction ways to power corruption. The paper holds the idea that we should set up a ＂quadruple unity＂ comprehensive restriction mechanism to restrain power corruption in an effective way, that is, ＂restrict power by virtue＂, ＂restrict power by law＂, ＂restrict power by rights＂, and ＂restrict power by power＂. The four points coexist with each other, promote each other, complement with each other, using both the stick and the carrot, and none of the four is dispensable. Only exertion of the comprehensive advantages of the ＂Quadruple Unity＂ way to restrict power corruption is the most effective way.
