转型期中国政策过程探析

摘　　要：政策过程作为一种分析中国特定背景的理论,主要包括三个方面的研究内容:其一,公共政策是在什么样的政治环境和体制下被制定和实施的。其二,对公共政策的制定和实施过程产生影响的重要变量有哪些,这些变量(如官方决策者、社会群体、大众媒体等)中哪些变量是起决定性作用的。其三,对公共政策制定起决定性作用的群体、组织或个人,他们的政策偏好在政策选择中所依据的标准和条件是什么。对这三个问题的回答构成了转型期的中国政策过程模式的解释。The policy process is a theory to analyze the specific problem in China, including three aspects. First, under which political circumstances are the public policies formulated or carried out？ Second, what are the factors influencing the formulation and implementation of the public policies？ Third, what are the motivation of policy preferences according to decisive groups, organization or individuals？ The answers to these three questions are the explanation of the public process during the transformation period in China.
