摘　　要：21世纪是网络和信息时代,提高信息素质、有效利用信息是我们关心的主要问题。在依靠网络资源技术的同时,提出了全员参与、重点实施相结合的PDCA管理法,提高信息管理技术,有效利用信息资源,注重信息资源质量,真正为用户服务。The twenty- first century was a time of network and information. The main issues what we eared about were how to increase information quality and utilizes the information resources effectively. While depending on the technique of network, the anthors puted forward the PDCA repeating method in which all the staffs participation with a combination of focal point implement for improving technique of information management, utilizing information resources effectively, paying more attention to the quality of information and serving for consumer better.
