我国油气资源有偿使用制度研究的新进展

摘　　要：随着石油价格的上涨,我国现行的油气资源有偿使用制度与其制订初的目的相悖甚远,已经不能适应经济的发展。基于石油行业面临的变化,我国目前正在酝酿对油气资源有偿使用制度的改革。为了促进改革,国内对于油气资源有偿使用制度的研究也在不断深入。总的来说,国内的研究主要是从我国油气资源税费改革研究、油气资源资产化管理研究、国家石油安全与油气资源有偿使用制度的关系研究、油气资源的可持续发展与油气资源有偿使用制度的关系研究这四个方面来进行的,已取得了相当的成果。但是,其中仍有不足之处,研究还需进一步深化。With the rising of petroleum price, the present system of compensated use of oil- gas resource in China is far away from the original goal when it was established, and can not adapt to the economic development. Based on the changes facing petroleum industry, our country is discussing the reform in the system of compensated use of oil-gas resources. In order to promote the reform, the domestic research on the system of compensated use of oil - gas resources has been deepened steadily. On the whole, the domestic research mainly concentrates on four aspects： the reform of taxes and administrative charges of oil - gas resources owned in China, the assets management of oil - gas resources, the relationship between national petroleum security and the system of compensated use of oil - gas resources and the relationship between the sustainable development of oil - gas resource and its system of compensated use. The study has made certain achievements, but it should be deepened because of some shortages.
