摘 要:近年来国内很多地方对服务型政府建设进行了积极探索,取得了比较明显的成效,但尚存在一些突出问题:政府机构比较臃肿,职能交叉较为普遍;政府职能转变仍未到位,与形势发展要求不相适应;一些政府部门和公务员行为失范,难以满足为民服务要求甚至与民争利;对行政权力缺乏有效的制约监督,部分权力运行偏离正确的轨道等。为此,应采取优化政府机构设置、进一步转变政府职能、创新政府管理和服务方式、完善对行政权力的制约监督体制机制、切实提高公务员队伍素质等基本对策,加强服务型政府建设。In recent years, many local governments in China have made attempt of exploring the approach of constructing service- oriented government and obtain the prominent achievement, but there are still some obvious problems. For example, most government agencies are overstaffed and functions' overlapping is familiar, the transform of their functions are not able to catch up with the development, the misbehaviors of public officials unsatisfied the common, powers are misusing as a result of lacking effective supervision and restraint over administrative authorities. Therefore, in order to solve above problems, we should optimize the structure of the governments, transform their functions more effectively, promote the innovation of management and service, meliorate the system of supervision as well as enhance the quality of public officials.
