现行环保体制与农村环境污染的不兼容性研究

摘　　要：当前,我国农村环境保护的形势越来越严峻,传统的以行政管制和排污收费为代表的农村环境保护模式在运作中存在相当多的不足,实际效果非常有限。本文从农村环境污染的特点出发,研究了现行环保体制与农村环境污染的不兼容性,并通过剖析现行农村环保体制的症结,进而提出了改进对策。Rural pollution becomes serious currently. The traditional methods, such as government＇ s command and effluent charge, have exposed many shortcomings. Based on the characteristic of country environmental pollution, this article researches the incompatibility of environmental protection system and rural pollution, analyses the sticking points in rural environmental protection system, and puts forward some reformative measures.
