摘  要:研究目的:检验北京市城市规划区内农用地的规划控制成效。研究方法:遥感影像分析、GIS空间分析、实证分析。研究结果:规划农用地边界在控制农用地减少方面的作用十分有限;与1983年总体规划相比,1993年总体规划在农用地边界控制方面的成效略有改善。研究结论:城市规划区内农用地的规划控制尚存在较大问题。可能的调整手段包括:(1)加强对城市建设"界外选址"的控制;(2)在总体规划中充分考虑村镇居民点的扩展规模;(3)建立科学的城市人口规模预测方法;(4)加强农用地规划中的公共参与和公众监督。The purpose of this paper is to assess the effectiveness of agricultural land use control in the urban planning area of Beijing City. Remote sensing image analysis, GIS spatial analysis, and empirical analysis were employed in this research. The results indicate that, the planned agricultural land boundaries contributed little to protecting agricultural land from reducing; and compared with the master plan in 1983, the master plan in 1993 has achieved some improvements in controlling planned agricultural land boundaries. Therefore, it is concluded that the agricultural land use control system has quite a few of problems in the urban planning area of Beijing City. Several measures could be taken to improve the agricultural land use control: (1) constructions out of the planning urban construction area should be strictly controlled; (2) the expansion of rural settlements should be sufficiently considered in the city master plan; (3) more scientific method for predicting the city's population scale in the future should be established;(4) a mechanism needs to be established to allow and encourage public participation and monitoring in urban planning.
