摘　　要：本文以湖南省山脚下村为例,考察和分析乡村治理中公民权成长的困境与逻辑。本文认为,村庄治理的突出问题在于村民的公民权缺失以及村干部缺乏基本的公共规则的约束。乡村共同体并不关心作为现代国家成员资格权利的公民权的发展与保护,相反,它们可能成为公民权发展的重大障碍。在新农村建设中,国家加强以公民权为中心的制度建设,显得尤为紧要。The paper investigates and analysis the difficulty and logicality of the citizenship fostering in the village governance in the case of the Shanjiaoxia village in Hunan Province.The author points out that the hard nut of the village governance attaches to the difficulty for the peasants' access to the citizenship and constraint for the cadre of the village.The cadres of the community do not care about the development and protection of the citizenship belonging to the modern state.On the contrary,they maybe become the hindrance for the development of the citizenship.It is vital for the state to strengthen the institution construct in the centre of citizenship.
