摘　　要：2008年,国家电网公司经受住了罕见的低温雨雪冰冻灾害和特大地震灾害的考验,克服了电煤供应紧张、外力破坏多、用电形势剧变等困难,继续深化"全面、全员、全过程、全方位"安全监督与管理,全面开展电网运行和安全分析,圆满地完成了北京奥运保电任务,保证了电网安全稳定运行和电力有序供应。结合2008年发生的对电网影响较大的典型安全故障,对当前电网事故发生的特点和规律进行了分析和总结,希望引起有关部门重视,吸取经验教训。针对2009年电力生产面临的新形势,提出相应的安全生产要求,采取有效措施,不断加强和规范电网安全管理工作,提高电网抵御事故的能力。State Grid, which went through the test of the two severe disasters, the winter storm in early 2008 and the Wenchuan earthquake, achieved the goal of ensuing the power supply in the 29th Olympic Games and meeting the peak power demand in summer. State Grid strengthened its supervision and management of power security by the adoption of an all-process security management method in which all staff were involved. Many problems, such as crisis of coal shortage, natural calamity attacks and the changing social requirements, had been overcome. Combined with the security accidents, occurred in 2008, which were of great influence over the power, the attributes and precautionary measures for the accidents were analyzed. To address the new challenges of power production in the scenario of 2009, it is hoped that the relevant departments would focus on taking effective measures, strengthening power security management, and normalizing security procedures, to enhance the anti-fault capabilities of the power system.
