危机管理中跨界治理的检视与改革之道：以汶川大地震为例

摘　　要：危机管理需要不同政府或行政机构之间的配合,当危机扩大到一定程度时,更需要把私部门、非政府组织和广大公民的力量整合到危机管理的过程中。因此,如何在危机管理中形成行政单位中跨组织、地理空间上跨区域和优势互补上跨部门的制度化"跨界治理网络",是政府危机管理的重要问题。如果就我国的具体情况而言,有些地方和部门已经积极探索危机管理中跨界治理的方式,但在总体上而言,跨组织、跨区域和跨部门的危机管理模式和机制还没有建立起来。因此,在今后的危机管理中,如何建立网络化的跨界治理模式与机制,不论对学术界还是实务界来说,都是值得持续关注、深入研究和积极探索的课题。Crisis management needs cooperation with different level governments and administrative organizations. When the crisis is reached,crisis management also requires private sectors,non-governmental organizations and citizens to deal with it jointly. So,it is the important to form the governance trans-boundaries network in trans-administrative organizationes,trans-districts and trans-sectors. This paper takes the Wenchuan earthquake for an example and inspects the trans-boundary governance in crisis management of China. At last,the paper gives some suggestions to reform the crisis management system from the viwe of trans-boundary governance.
