摘　　要：阐述了法定图则的含义,分析了引入法定图则的原因,探讨了实施法定图则的优势,指出法定图则的实施必须与实际情况紧密结合,避免形成规划与经济发展的矛盾。This paper expounds the connotations of the statutory, plan, analyzes the reasons of introducing the statutory plan, probes into the superiorities of implementing the statutory plan, and points out that the implementation of the statutory plan must connect with the actual situation closely and avoid the formation of the contradiction between the planning and the economic development.
